FAQ – Certificate attestation UAE Qatar Oman Saudi – HRD required?

Is HRD required for UAE, Qatar, Oman Certificate attestation ?
Yes … unfortunately due to some changes in rules by MEA (Ministry of External Affairs) its not possible now to attest educational certificates from UAE Consulate without getting attested from HRD of respective states. Earlier it was possible to bypass the HRD attestation by attesting the certificates thru MEA and then onward submission to UAE / Qatar / Oman consulates as required.

What is the solution?
The certificates now have to be attested by the HRD of respective states i.e. if the educational certificates are from University in Orissa, then it requires attestation from Orissa HRD and so on. Thereafter the certificates can be submitted to UAE / Qatar / Oman consulates by assigned agencies for onward attestation by consulate.

Which are the designated agencies who can undertake attestation for UAE, Qatar, Oman, Saudi etc? How much time it takes after the HRD attestation?
Normal time required can be between 4-6 working days and may differ depending on the document and the attestation process.

Is it possible to attest your certificates from India even if I am not in India?

The process of Certificate attestation for Qatar is almost same as UAE certificate attestation. So, depending on which certificate is to be attested, time you need for the attestation to be done can differ.


How much time is needed for Certificate Attestation by QATAR Embassy?
If your certificate is already attested by HRD, then the process becomes simple and may take 3-4 days time. In case your certificate is not attested by HRD, it may take more time because the document has to be attested by MEA in New Delhi before being attested by QATAR Consulate.


What is the Cost/ Price in INR for Certificate Attestation by QATAR Consulate?
If you do the process yourself the cost incurred may be to the tune of INR 4000- 4500 depending on the document and prior attestations done. However this is an approximate cost and may differ depending on the USD – INR conversion rates during the time of attestation.


How to check the authenticity of Certificate Attested by QATAR Consulate?
There is no known online method for checking the authenticity of the attestation done for certificate by QATAR Consulate. The one method is that you can refer the attested certificate to QATAR Consulate for confirming the authenticity of attestation.


Have there been problems due to fake Certificate Attestations done by unauthorized agents?
Yes there have been reported cases wherein some professionals got their certificates attested by unauthorized agents from India and their visa applications were rejected by QATAR Government on finding out this. It is also reported that they lost their job opportunities due to this incident and had to find new jobs back home.


Can you refer any list of authorized agents for Certificate Attestation for QATAR?
No, there is no list published by QATAR Consulate. But you can find an authorized agency and check  whether these recruitment agents as approved by Govt. of India – Ministry of Overseas Indian Affairs. If you are approaching such agencies the chances of fraudulent practices are less.

Apostille

An apostille attestation

is a special seal applied by an authority to certify the origin of a public document. Apostille is available in countries which have signed the Hague Apostille Convention. The apostille convention, or the Hague Convention Abolishing the Requirement for Legalisation for Foreign Public Documents, was drafted by the Hague Conference on Private International Law. This convention has successfully replaced the time consuming chain certification process where it was required to go to four different authorities to get a document certified.

can be used whenever a copy of an official document from another country is needed. International marriages, adoptions, inheritance or even plain contracts are some of the examples where apostille is required. The apostilled document is a legal proof that certifies the origin of the document. However, it does not certify that the original document's content is correct.

Note : With effect from March 14, 2011, the Passport Office, Goa has been authorized by the Ministry of External Affairs to collect the documents, duly authenticated by the designated officers of the State Government of Goa, and deliver the same to the applicants after due attestation/apostille by the CPV Division Patiala House, Tilak Marg Ministry of External Affairs, New Delhi.
Procedure : All original documents requiring attestation or Apostille should be first authenticated by the designated agencies in the State from where the document has been issued. In case of personal documents, Home Department/General Administration Department are the designated authorities. In case of educational documents, the documents should first be authenticated by the Education Department of the concerned State Government/Union Territory. The details of the Regional Authentication Centre (RACs) in the States/UTs from where the documents should first be authenticated are given below. The Ministry of External Affairs attests the documents on the basis of the signature of the designated signing authorities of the State Government/Union Territory/Chambers of Commerce; hence it does not take responsibility of the contents of the documents.

Commercial Documents :- Commercial Documents are to be pre-authenticated by the respective Chambers of Commerce before these can be attested by the Ministry of External Affairs.

Apostille : India is a member of the Hague Convention of October 5, 1961, abolishing the requirement of legalization of foreign public documents. Apostille is acceptable in 98 member-countries of the Convention - please see list below - (also visit HCCH website: www.hcch.net). Appostille is done for personal documents like birth/death/marriage certificates, Affidavits, Power of Attorney, etc., and educational documents like degree, diploma, matriculation and secondary level certificates etc.
